You know, modesty talks among the Christian community really get my back up. I have encountered more women who use the guise of modesty to judge and condemn others, including my best friend. I've discovered that most of the time, the issue isn't really modesty at all! In the case of my best friend, it was her perception of her body versus mine: she saw herself as overweight and unfeminine and so in order to feel good around me, she had to classify me as immodest. We eventually worked it out but that has been very hurtful to our intimacy as friends. With some other women I've encountered I've found that the root has been an unresolved conflict or a bent toward legalism, rather than the item of clothing in question. I've even seen emails circulate with "modesty rules"...no shirts that go three fingers below the collar bone!, etc. This is really raw subject for me, especially since my friend's ugly behavior.
I think you're right when you say that modesty is an attitude of the heart. I also think that (within reasonable bounds) you've got freedom in Christ to wear that tank top without fear of reputation or having to get the "okay" from anyone else. I think if we concentrated more on loving each other and encouraging each other, this would all be much less of an issue.

Flick, I agree that it's an issue we can get really legalistic about. The message I listened to did a great job of emphasizing the point that we are to love others and not get self-righteous over our standards of dress. The definition of modesty, again from that message, is humility expressed in dress; that's what I want in my life. Some people would think I'm immodest, some would think I'm overly so, but in the end, I try to dress to represent how I've been created to appreciate beauty and rescued from pride by the cross and changed by the Savior to love him more than anything in this world.
